Open Source Software Indicators for the Science and Engineering Indicators 2026 — Technical Documentation

Westat has been commissioned by the National Center for Science and Engineering Statistics (NCSES), on behalf of the National Science Foundation (NSF), to develop measures and indicators of open source software (OSS) activity for inclusion in the Indicators 2026 report “Translation to Impact: U.S. and Global Science, Technology, and Innovation Output”. This technical document describes the data sources, processing pipeline, and methodological steps used to construct the OSS indicators, including data collection, cleaning, standardization, and statistical production.
